"Balfour became famous for his promise ... to establish" Israel on the land of Palestine, Maliki said, adding, "I call for the current British foreign secretary to be famous for giving the Palestinians a promise called the 'Johnson declaration' that recognizes a Palestinian state". He has espoused staunchly pro-Israel rhetoric during his campaign and presidency, but Palestinian leaders have held out hope a deal could be reached. It later annexed East Jerusalem al-Quds in a move not recognized by the international community.

Adalah lawyer Suhad Bishara, who represents the residents of Umm al-Hiran, told Al Jazeera that the bylaws could be challenged in court.

"It is for good reason that the two-state solution has become a matter of consensus in the region and internationally".

Kushner also met Palestinian authority President Mahmoud Abbas in Ramallah where they expressed optimism about working together to achieve a deal. Palestinians are also mistrusting of the administration's efforts, something that doesn't seem likely to change any time soon.

The Us Consulate-rather than the US embassy in Tel Aviv-said the US-run talks are the best way to reach a comprehensive peace agreement. The group came away hopeful that the new generation of Arab leaders is a potential "game-changer", said a senior administration official.

In a recent off-the-record briefing, Kushner admitted the challenges in identifying an end game and wondered what - new or unique - he and the administration were bringing to the problem.
